Has anyone ever seen this message while zooming or windowing inside a viewport?

"non-unitary ucs y axis; normalizing"

I am working with a drawing that was converted from a Microstation format. Whenever I zoom or window inside a viewport, I get this cryptic message in a message-box. I've looked in the help menus and have found nothing. How can I fix it so that the message goes away permanently?
